Board of Trustees Regular Meeting Minutes

Jersey Township, Licking County · June 1, 2026 - 7:30 p.m.

Call to Order

Trustee Wetzel called the meeting to order at 7:30 p.m. and led the Pledge of Allegiance. Mr. Platte called the roll and it was confirmed that Trustees Fry, Pieper, and Wetzel were in attendance.

Trustee Wetzel moved to approve the agenda as amended. Trustee Pieper seconded the motion. Discussion: The Fire District report was moved up on the agenda and a (G)(2) Executive Session was added. With no further discussion, the motion to amend and adopt the agenda was approved via unanimous roll call vote.

Monroe Township Fire District Report - Chief Dudley Wright

Chief Wright provided the board with a packet. The emergency call volume trend from 2021-2025 shows a 41.5% increase for Jersey Township/New Albany. In 2025 Station 502 responded to 801 total calls. From January 1st of 2026 to May 29, 2026, the report showed 281 incidents. The Fire District has one full-time Fire Marshall, one full-time Inspector for plan review, and one part-time Inspector for plan review that works as needed by the hour.

Public Hearing: Section 14.13 Summit Road PMUD

Trustee Wetzel opened the public hearing for the Text and Map amendment submitted by Jersey Township Board of Trustees to add Section 14.13 Summit Road Planned Mixed-Use District (PMUD) to the Zoning Resolution at 7:40 p.m. The motion was seconded by Trustee Pieper and with no further discussion, the motion was approved via unanimous roll call vote.

Mr. Platte reviewed the timeline. The Licking County Planning Commission met on April 27, 2026. The Jersey Township Zoning Commission met on April 29, 2026. Both boards recommended approving the text. Modifications were recommended by the Licking County Planning Commission and the City of New Albany. Crossroads Community Planning provided a review of the text. The Trustees were provided with the text dated April 24, 2026, reflecting these recommendations.

Mr. Platte reviewed the text. One of the modifications was regarding subareas and this PMUD does not have subareas. The recommendation regarding residential hotels was discussed and is reflected in the modified document. This development will require water and sewer. Water and sewer for this area are projected to take fourteen months for completion by the end of 2027.

The revised text dated June 2, 2026 has been provided as Exhibit A to the resolution

Trustee Wetzel asked for public comments. No comments were provided. Trustee Wetzel moved to close the public hearing at 7:59 p.m. The motion was seconded by Trustee Pieper and with no further discussion, the motion was approved via unanimous roll call vote.

Resolution 26-06-01-01

Trustee Wetzel moved “Resolution to Amend the Jersey Township Zoning Resolution and Map to Include Section 14.13 Summit Road Planned Mixed-Use District (PMUD)” as attached hereto as “Exhibit A” dated June 1, 2026. The motion was seconded by Trustee Pieper and with no further discussion, the motion was approved via unanimous roll call vote.

Minutes & Public Comments

Trustee Wetzel introduced the minutes from the May 4, 2026, Regular Meeting and asked if there were any requested changes. With no changes being requested, Trustee Wetzel moved to dispense with the reading of the minutes and approve the minutes as presented. Trustee Fry seconded the motion and with no further discussion, the motion was approved via unanimous roll call vote.

Trustee Wetzel asked for Public Comments -

The road damage on Beaver Road will be fixed by the contractor. The water and sewer lines will start at Licking Heights High School and continue north along Summit Road.

Finance Report

Fiscal Officer Jesenko provided the Finance Report. Trustee Wetzel moved to approve the Finance Report as presented. Trustee Pieper seconded the motion and with no further discussion, the motion was approved via unanimous roll call vote. There was one Cemetery Deed.

Department Reports

Trustee Wetzel asked for department reports.

Administrator’s Report

Mr. Platte discussed an upcoming PACE project in the City of Heath. The ESID Board will meet on June 12, 2026 to consider the project.

The catalpa tree at the Old Blacksmith Shop has been removed. The recent windstorm lifted the roof of the building and the building is unsafe and will need taken down.

The Burnside water line project is underway.

Road resurfacing estimates were received today. Mr. Platte will get the bid packet out for bid this week.

The City of New Albany would like the township to consider approving the annexation of the right-of-way along Mink Street for clarity in emergency response and maintenance.

Steve Muir of 10802 Jug Street submitted a petition from property owners along Jug Street and Burnside Road requesting their properties be included in one of the recent zoning overlays.

Zoning Report

Fire District Reports

There was nothing to report from West Licking Joint Fire District this week.

Trustee Wetzel introduced Unfinished Business - No Unfinished Business was provided.

Trustee Wetzel introduced New Business - No New Business was provided.

Public & Trustee Comments

Trustee Wetzel asked for any Public Comments. The road damage on Reussner Road will be fixed by the contractor.

Trustee Wetzel asked for Trustee Comments. The drainage issue on Miller Road was discussed. A tile will be installed through the hill. A water tower is proposed at the park and ride at Beech Road. The township’s liability insurance has been updated for the year. The township is working on an Emergency Contact List and Trustee Wetzel has requested Joe Stefanov, City Manager for the City of New Albany, to update contact information with the Licking County Sheriffs Office.

Executive Session

Trustee Wetzel moved to enter into Executive Session pursuant to Ohio Revised Code 121.22 (G)(3) for conferences with an attorney regarding pending litigation; and pursuant to Ohio Revised Code 121.22(G)(8) to consider confidential information related to the marketing plans, specific business strategy, production techniques, trade secrets, or personal financial statements of an applicant for economic development assistance, and declare the information is directly related to a request for economic development assistance that is to be provided or administered under Chapter 715, and/or Sections 5709.73-5709.75, and/or Chapter 349 of the Ohio Revised Code, and declare that the project involves public infrastructure improvements or the extension of utility services that are directly related to an economic development project and (G)(2) to consider the potential purchase or sale of property. Trustee Fry seconded the motion and with no further discussion, the motion was approved via unanimous roll call vote. The time going into Executive Session was 8:24 p.m. Invited into the executive session were Trustees Fry, Pieper, and Wetzel, Fiscal Officer Jesenko, and Mr. Platte.

Trustee Wetzel moved to come out of Executive Session and return to regular session. Trustee Fry seconded the motion and with no further discussion, the motion was approved via unanimous roll call vote. The time out of Executive Session was 9:31 p.m.

Trustee Wetzel moved to adjourn the meeting. Trustee Fry seconded the motion and the voice vote on the motion was 3-0. The meeting was adjourned at 9:31 p.m.
