Call to Order
Trustee Fry called the meeting to order at 7:30 p.m. and led the Pledge of Allegiance. Mr. Platte called the roll and it was confirmed that Trustees Fry and Pieper were in attendance.
Trustee Fry moved to approve the agenda as amended. Trustee Pieper seconded the motion. Discussion: Under New Business, add Item 11) a) resolution to initiate a map amendment and Item 11) b) resolution to authorize individuals to execute documents related to insurance. With no further discussion, the motion to amend and adopt the agenda was approved via unanimous roll call vote.
Public Hearing: Jersey 1820 Final Development Plan
Trustee Fry opened the public hearing continued from July 6, 2026, at 7:32 p.m. for the Final Development Plan for Jersey 1820 LTD for the parcels 082-106920-00.006 and 082-106920-00.001 located at the southwest corner of Worthington and Putnam Roads at 7:33 p.m. The motion was seconded by Trustee Pieper and with no further discussion, the motion was approved via unanimous roll call vote.
Mr. Platte explained that there were still outstanding items and Crossroads Community Planning could not recommend approval of the Final Development Plan at this time.
Mr. LeVeck provided information regarding the missing items referenced in the Staff Report and where to locate them on the drawings. Bud Witney discussed signage for the property. Mr. LeVeck explained the signage will be requested by the tenant. Mr. LeVeck is still working on a punch list for Licking County.
Public Comments
The traffic pattern for the development was discussed. The traffic will be entering and exciting on Worthington Road. The emergency access onto Putnam Road was discussed. It is secured by a locked chain across the drive. Diane Herman lives on Putnam Road and has seen traffic using this access. The wetland mitigation process was explained.
Mr. LeVeck and Architect Tom McCash will work with the township’s consultant, Holly Mattei, regarding the outstanding items. Mr. LeVeck will provide Mr. Platte with the outstanding items punch list from Licking County for the first building, as Mr. LeVeck stated this is holding up his on-site sewer request to the OEPA.
Trustee Fry moved to continue the public hearing for the Final Development Plan for Jersey 1820 to September 9, 2026 at 7:30 p.m. Trustee Pieper seconded the motion and with no further discussion, the motion was approved via unanimous roll call vote. Time out of the public hearing was 8:06 p.m.
Minutes & Public Comments
Trustee Fry introduced the minutes from the July 6, 2026, Regular Meeting and asked if there were any requested changes. With no changes being requested, Trustee Fry moved to dispense with the reading of the minutes and approve the minutes as presented. Trustee Pieper seconded the motion and with no further discussion, the motion was approved via unanimous roll call vote.

Finance Report
Fiscal Officer Jesenko provided the Finance Report. Trustee Fry moved to approve the Finance Report as presented. Trustee Pieper seconded the motion and with no further discussion, the motion was approved via unanimous roll call vote. There were three Cemetery Deeds.
Mr. Platte reported on the Budget Commission’s approval of the fund status report.

Administrator’s Report
Mr. Platte shared that the Jersey Journal newsletter has been distributed to the residents. The township was awarded the Sign Safety Grant through O.D.O.T. Monroe Township Fire District held a CPR Class on Saturday, August 1, 2026 with fifteen people in attendance, including some Jersey staff and elected officials. Mr. Platte has been working with the Licking Heights Youth Association (LHYA) little league on improvements ideas for the ball fields along Morse Road. He has also met with leaders of the Universalist Church at Worthington Road and Harrison Road to discuss the CIC’s acquisition of the church for historical preservation purposes. The properties at Mink and Morse Roads have been mowed. The requested Speed Trailer will be addressed when Trustee Wetzel returns and the location is determined.
Zoning Report
Mr. Witney provided updates on zoning matters in the township.

New Business
Trustee Fry introduced New Business -
Mr. Platte discussed the petition the township received from property owners requesting to be included in either the Worthington Corridor Overlay District or the Mink Corridor Overlay District. The properties are along Jug Street and Burnside Road. It was determined that the best course of action would be to amend the Worthington Corridor Overlay District - Innovation Employment Area.
Resolution 26-08-03-01
Trustee Fry moved “Resolution to Initiate a Map Amendment to the Worthington Corridor Overlay District - Innovation Employment Area” as depicted in Exhibit A. Trustee Pieper seconded the motion and with no further discussion, the motion was approved via unanimous roll call vote.
Mr. Platte explained that Jersey Township desires to authorize individuals to execute documents related to insurance plans.
Resolution 26-08-03-02
Trustee Fry moved “Resolution to Authorize Individuals to Execute Documents Related to Health, Dental, Vision, and Life Insurance” as presented in Section 1 the Trustee Chairman, Fiscal Officer, and/or Township Administrator are authorized and directed to execute documents related to and to effectuate the Insurance Plans, including any Health Savings Account or Health Reimbursement Account. Trustee Pieper seconded the motion and with no further discussion, the motion was approved via unanimous roll call vote.

Trustee Fry moved to adjourn the meeting. Trustee Pieper seconded the motion and the voice vote on the motion was 2-0. The meeting was adjourned at 8:30 p.m.
